Cumberland Council required the development of a masterplan to guide future interventions in the coastal town of Whitehaven. 

Our Role:

As part of a multi-disciplinary team, we:

• Led the Socio-Economic evidence base across themes of people, economy and place and identified the implications arising for the masterplan 
• Informed the development of options for the masterplan
• Developed a Strategic Outline Business Case for the preferred option to support case-making for investment 

Outcome:

The study is ongoing (April 2026), with significant traction secured with the community and key stakeholders who are participating in a co-design process.
