We co-developed a Strategic Outline Business Case (SOBC) for the development of a Cumbria Social Enterprise Zone to support growth and scale-up in the sector.
Working in partnership with Forever Consulting, the initial phase delivered a scoping report to inform the Social Enterprise Zone concept, combining desk research and stakeholder consultation findings. This included an overview of the social enterprise sector; the key drivers, challenges and opportunities facing it; local and national policy context; and best practice.
A five-case SOBC was subsequently developed, with funding and support sought from central and local government to pilot the concept.
